Message from Governor Carlos Joaquín announcing the traffic light strategy for the “Reactivating Quintana Roo” Plan

Dear friends:

A couple of days ago the Federal Government announced the epidemiological traffic light strategy for the entire country, as you can see, all the states except for one turned up in red. This means that the Federal Health Department considers that the highest risk of contagion is happening now in the whole country. However, the Federal Government also announced the beginning of the economic reactivation process as of June 1st.

For this purpose, some essential activities were defined, including the medical, pharmaceutical, construction, mining and other sectors.

Given that tourism is a fundamental sector for the economy of Quintana Roo, it was my government’s decision to consider it an essential activity as well.

That is why during President López Obrador’s recent visit I announced that our state would have its own complementary traffic light system to reflect our economic and health reality, aligned with the federal methodology.

This follows the legal mandate that defines the State Government as the highest health authority in the entity.

I also announced that this traffic light system will go into effect on June 8. Every Thursday we will update it to take effect on the following Monday.

Given that the national traffic light registered the entire country with the highest level of contagion, together with my team of advisors, epidemiologists, public administrators, and economists, we decided to be much more cautious with the amount of activities that we will be able to carry out in each of the phases of the state traffic light.

As I already mentioned, the colors of our traffic lights are based on two indicators: the number of new cases or the risk of contagion and the availability of medical and hospital infrastructure.

As you know we will have one traffic light for the southern region and another one for the northern region of the state given that the virus has emerged at different times and with varying intensity in the territory of Quintana Roo.

According to these indicators, which are based on information from the State Health Department, the color of the traffic light for the southern region is red and for the northern region it is orange.

From June 8, this is how we will resume activities according to these colors in the northern and southern regions of our state, I repeat in the southern region will be red and in the northern region will be orange.

We encourage everyone to continue to follow preventive and hygiene measures including washing your hands frequently, maintaining social distance, avoid touching your face and eyes, and taking care of those who are vulnerable including the elderly, people with diabetes, hypertension, kidney issues, obesity, and pregnant women as well.

We remind everyone that in following these measures responsibly, together we will be able to reopen our economy, and Together We Will Succeed.

Since the beginning of the pandemic, both society and the government have worked as one team under the plan “Together We Will Succeed.”

Remember that this plan has three main goals:

One: Save lives.

Two: Protect and support families.

Three: get the economy back on track.

Today we are on the threshold of entering a new normal.

We must be very clear that this next step does not mean lowering our guard – we must remain disciplined.

Please stay home until it’s your turn to go out!

In a few days, our state will begin to open up in an effort to revive the economy. Staggered portions of the population will be allowed outside in a gradual and orderly manner.

This plan, called “reactivating Quintana Roo,” is designed to reactivate the economy while also ensuring the health and livelihood of the people of Quintana Roo.

The strategy works to reduce overcrowding during social and economic activities, thus diminishing the spread of the virus and the consequent impact on production.

Initially, only essential economic activities will be open – including fundamental sectors such as tourism, construction, farming, fishing and transportation.

I want to emphasize that our plan considers tourism as a fundamental sector of the Quintana Roo economy. This was a clear choice for us because for every 10 pesos produced in the state, more than half stem from tourism.

Over time, all sectors will open up in a gradual, orderly and safe manner, following a similar traffic light plan as proposed by the federal government.

The Quintana Roo traffic light system has four phases identified by the colors, red, orange, yellow and green. Each color symbolizes a step-in economic reopening.

Each color change is in accordance to the level of active virus cases in the location and the medical and hospital capacity available there.

The Quintana Roo-specific traffic light system is innovative for three reasons:

First, it has a regional approach that recognizes the health, economic and social dynamics of our state. Establishing one process for the southern region and another for the northern region of the state.

Second, it measures the risk of infection, not only by sector, but also by economic activity. We defined a level of openness for each one of these activities, depending on the risk posed to workers and customers.

And third, it establishes a simple way to measure the level at which each business can open.

For example, hotels are measured by percentage of rooms that can be occupied, Restaurants are measured by the number of tables they can offer and Transportation is measured by number of seats that can be provided.

Some additional activities are allowed, as long as the level of contact between people is kept at a safe distance. Activities that require people to be in close proximity will remain closed until the traffic light is green.

As we open up this first week of June, we are counting on you all to implement and respect these protocols.

Only essential workers can return to work, those who are not deemed essential should remain at home, including people from vulnerable groups.

Those who go out, must strictly follow basic hygiene and social distancing measures while commuting and while at work.

As of June 8, each region will gradually open based on its personal traffic light color. Weekly traffic light updates will be published on the government website.

It is my responsibility as governor of the state and as a parent, to make this very clear: reopening does not mean we can immediately return to life as it was before the pandemic.

We will continue to live with the coronavirus for the foreseeable future, as there is still no vaccine to protect us.

We currently have enough hospital capacity to combat Covid-19, but if we begin to act irresponsibly, the number of sick and hospitalized will increase and we will have to suspend the reopening.

As long as we all take care of each other, we can shift the traffic light from red to the green.

Businessmen and retailers are key and their solidarity and leadership will allow us to move in an orderly manner towards total opening.

We will use the best tools and protocols to evaluate the spread of the virus such as daily questionnaires from the health authority, rapid virus testing and vigorous contact tracing for those who show symptoms.

Dear friends:

Covid-19 has put the world on pause.

It slowed down the speed at which we all moved.

It has put those who we love most at risk.

To our parents, sons and daughters, to our families, our companies and businesses, our jobs, to all of Quintana Roo.

It exposed the inequality, which makes us vulnerable.

It exposed our failures, but also the enormous strength of our people.

We know that we are a special generation, one that has seen the end one millennium and the beginning of another.

I call upon you to overcome this pandemic as the starting point for building a better world.

One in which we place new value our earth, our home and our work.

We must accept one-another as we are, without exclusion, discrimination, or violence, setting an example for generations to come. We must show them how to be tolerant, supportive, responsible and hard working.

May they learn in a clear and convincing way, that only Together We Succeed!

Dear Friends of Quintana Roo

We are on the right track, so let’s stay the course. The good news is that there are fewer days to go, we just have to maintain established hygiene and prevention measures.

We must take care of the most vulnerable groups in our society, those suffering from hypertension, diabetes, obesity, smoking, and those with kidney and heart diseases.

It is very important to take care of the elderly and pregnant women, all of them, let’s not allow them to get infected, let’s not be responsible for worsening the current situation.

It is worth taking care of ourselves, our families and society.

So please stay home, it’s well worth it, we are almost at the finish line. Soon we can return to productivity and restart our economy in a gradual, intelligent way, where we will continue to take care of ourselves even as we live with the effects of the coronavirus.

But if we do it right, if we keep up with those preventive and hygiene measures, I’m sure that Together We Will Succeed.

Dear Friends of Quintana Roo:

This May 1st – Labor Day – finds us at an unprecedented moment in history.

The COVID-19 Coronavirus pandemic is affecting our families, businesses, jobs and communities as well as our way of life.

I’d like to begin this address by expressing a message of solidarity with all who have been who have been affected by the virus and extend our sincere wishes for a full recovery.

At the same time, I want to express how proud we are of all health, security, public service and supply workers who in the midst of the COVID-19 health emergency are working in essential activities, in many cases risking their own health and lives. Doctors, nurses, paramedics, stretcher-bearers, police, security guards, firefighters, garbage collectors, drinking water technicians, food deliverers and firefighting brigade members, supermarket and self-service store employees, fuel dispatchers, carriers, tax inspectors and volunteers, to name a few of our heroes.

I also want to commend my colleagues and fellow labor defense attorneys who have been on duty to defend the workers of Quintana Roo and who are ready to help those who need it most.

From the onset of this pandemic, we have focused on the health, economic well-being and safety of the families in Quintana Roo. That is why in the Quintana Roo government, we are supporting the most vulnerable sectors, with a program focused on five actions in favor of our families:

1 – We support you with drinking water

2 – With gas

3 – With the delivery of food deliveries house to house in various stages throughout April and May, so that there is no lack of food on your tables

4 – With electricity through an agreement with the Federal Electricity Commission for the current bimonthly bill, where we have paid the equivalent to one month to 68% of users in the state, and

5 – With health services by bringing medicines to the homes of those who are vulnerable and require them frequently, as well as emotional support in rthese times that can createtension, anguish and anxiety.

At the same time, in order to protect the workers who are suffering the economic effects of this crisis, we met with various business chambers to assess the economic impact on the activities of the state. We havehave agreed to sign “THE UNITY PACT FOR QUINTANA ROO” (EL PACTO DE UNIDAD POR QUINTANA ROO) with business leaders and workers’ unions, This agreements will protect our workers’ employment and ensure that our working communities continue to contribute to the economic development of the state.

Alternatives have been proposed to support, find formulas, fiscal stimulus and other forms of financingso that jobs and sources of income for families are not lost.

The social, academic, and political sectors of the state will also join this effort.

I wish to express my appreciation to all of them for their willingness to support this effort and their commitment to Quintana Roo.

Through the State Secretariat of Labor and Social Welfare and the Labor Defense Attorney, measures and actions have been implemented for the protection, counsel and representation of workers who were unjustifiably dismissed from their workplaces during the COVID-19 health crisis.

Labor counsel is being provided and complaints are being addressed in order to safeguard the rights of workers in Quintana Roo.

Let me be clear:

We are here to defend and support you.

As I have asked you throughout this pandemic, please stay home as it is the best way to prevent the spread and spread of COVID-19.

Our main concern and priority continues to be the well-being of Quintana Roo.

I urge you to continue working in a coordinated way to face the situation with responsibility, to take care of our families, our parents, our elderly loved ones, our friends and the most vulnerable people in our society.

I exhort you to increase prevention and hygiene measures, practice social distancing and remain at home, as these arekey actions to avoid any type of spread and contagion.

We are a world-class tourist destination.

Dear Friends,

It is time to take the next step to combat the COVID-19 pandemic.

We are now in Phase 3, a period in which there is an accelerated spread of the virus. It is estimated that each infected person can infect 5 other people within minutes. We can all be carriers without showing symptoms of COVID-19 and infect more people without knowing it.

Undoubtedly, there will be an increase in confirmed cases, which will result in a greater need for space in hospitals and unfortunately, a higher probability of more deaths.

We must understand that fighting the pandemic is everyone’s responsibility.

For this reason, the public and our state government must continue working together to slow down the spread of COVID-19.

We urge the public to please follow three basic tasks which we already know are critical to preventing the spread of illness:

1.- Strengthen hygiene measures, such as continually washing your hands with soap and water, not touching your face and not greeting anyone with a hug or kiss.

2.- Always keep a distance of at least one meter and a half from the people around us, and lastly,

3.- Stay home

We are all exposed, because the virus makes no distinctions.

And it will affect with greater force our most vulnerable citizens.

Those who suffer from diabetes, obesity and high blood pressure, must take greater measures to take care of themselves, because their lives are at risk. In addition, the elderly, our grandparents, our parents, pregnant women, people suffering from chronic respiratory diseases, heart or kidney diseases, are also very vulnerable to the coronavirus.

We must help each other to increase personal hygiene measures, practice social distancing, and stay at home.

For the next stage, the government will maintain and strengthen its 5 actions program for the well-being of our state’s residents.

We will be with you all the time.

We must ensure that no family in the state is hungry.

The government will continue to provide you with food at home.

We are about to complete the first delivery of more than 500,000 food parcels in the neighborhoods and towns that need it most during the month of April.

In 17 days, we have helped more than 427 thousand families in the 11 municipalities of the state, with the support of more than one thousand brigadiers, whom I want to thank for their courage, professionalism and commitment to Quintana Roo.

The State Government will initiate a second round of food delivery for the month of May, in coordination with SEGALMEX (Federal Government), to the municipalities of Cozumel, Benito Juárez, Solidaridad, Puerto Morelos, Isla Mujeres, and Tulum, bringing aid to communities whose incomes have been disrupted by this pandemic. We expect to bring aid to 312,000 families.

At the same time, the State Government will reach the municipalities of Othón P. Blanco, Felipe Carrillo Puerto, José María Morelos, Bacalar and Lázaro Cárdenas to continue supporting the families that need it most during the month of May.

The State Government will continue to ensure there is access to water.

We will continue without cuts or immediate charges for municipal services to more than 500 thousand homes.

There will be exemptions on fines and surcharges for water payments during the month of May, for those who maintain a consumption of less than 10 cubic meters, or 10,000 liters per month.

It is important to take more care of the use of water in these times of social isolation.

During the month of May, the support of the State Government will continue to pay half of the bimonthly electricity bill for more than 500 thousand homes that maintain a consumption of up to 250 kilowatts per month.

We are talking with gas companies to extend our family support program with domestic gas during the month of May. We expect to share good news on this very soon.

Finally, all four services in the family health support program are still in effect, highlighting the expansion of coverage of the “Médico en tu Casa” program, which is mainly focused at the moment on tending to patients who may be especially vulnerable to Covid 19.

We will maintain strict social distancing in public areas, reduction of vehicular traffic and limiting the mobility of people in cities.

For those who go out for essential activities or to stock up on groceries, the use of masks is mandatory whenever you leave your home.

In the event that masks are nowhere to be found, the police will provide them in the mobility limitation filters.

Restrictions for pedestrian circulation will also be maintained for people who do not carry out essential activities, those who are not shopping for provisions for their home, or who are tending to a medical emergency.

Civil disobedience, especially the refusal to wear a mask, can lead to penalties, including administrative arrest.

Other measures will include the limitation of the use of private vehicles on weekends.

We will continue to close circulation on more primary roads and install a greater number of filters in pedestrian and vehicular areas.

Public transport frequencies will be subject to further limitations, with public transportation vehicles required to circulate at only 50% capacity.

We are working hard to expand our hospital capacity.

In the state public sector hospitals, 467 hospital beds have been allocated for the exclusive use of Covid-19 patients, 188 of them have mechanical ventilation equipment and a cardiac monitor to provide care to patients who require special attention.

An additional 38 intensive care beds have been allocated for seriously ill patients.

In addition to these beds, we are adding two tents with hospital facilities for 188 beds to provide care for the same number of patients, on the periphery of the Cancun General Hospital.

One more tent with a capacity of 50 beds will be used to take care for patients who require hospitalization for any reason other than Covid-19.

In Cancun we currently have 4 hospitals, between IMSS and ISSSTE, which are assigned to care for Covid-19.
They have 328 beds for hospitalization and 34 beds in an intensive care unit, for a total of 362 beds for the municipality of Benito Juárez.

In the municipality of Tulum, the new community hospital is being enabled. It will be operated by the Ministry of National Defense, and has 30 hospital beds and 20 beds for intensive care, for a total of 50 beds for Tulum.

In the municipality of Othón P. Blanco, there are 2 public hospital units, the new Oncology Hospital and the Military Hospital, where the Covid-19 patients will be treated.

There are 65 beds that have been assigned through the Ministry of National Defense for the care of this disease; 45 of these are for intensive care.

Regarding the private sector, at the state level, there are a total of 4 hospital companies, including 7 intensive care beds and a total of 49 beds that can be used for hospitalization in the municipalities of Benito Juárez, Solidaridad, Tulum and Cozumel.

The health crisis that we face has also impacted companies and workers in the state. For that reason, we have created a new financial stimulus package for administrative facilities and financing for MYPYMES.

In this context, in the next few days we will meet with the state’s social, medical, academic, union and business sector, with the objective of making a solidarity pact that allows us to jointly face the economic effects caused by the health contingency.

We will propose the creation of an Advisory Council to accommodate the proposals of the productive sectors.
This Council will have the mission of consolidating an economic reactivation plan, which will allow Quintana Roo to protect the health of the population, while reactivating the economy, in a gradual and orderly manner.

Friends:

Failure to comply with prevention measures will not outsmart the coronavirus. By not adhering to public health rules, we will further delay the opening of our state to productive activities, meaning it will take longer to return to normal. That’s why I reiterate to you, stay home! That’s why I insist, it is impossible to cheat the coronavirus. Let’s be responsible, take care of our families, stay at home and thus, Together We Will Succeed!

Governor Carlos Joaquín presents Plan Against Domestic Violence. April 16, 2020

We are all aware that the coronavirus pandemic has dramatically transformed everyone’s lives.

Surely the priority today is to stay home and save lives.

But in complying with the mandate to stay home, there is another fact that we must recognize.

While staying home does save lives, it can also be a huge risk for many vulnerable people, children and women who are victims of domestic violence.

It’s like the dark side of the moon.

We know it’s there, but we don’t see it.

The United Nations Gender Equality initiative, better known as “UN Women”, has warned governments around the world about the risk for an increase in domestic violence during emergency shelter-in-place measures.

The health emergency that keeps us home today may have unfortunate consequences for many if we do not act to prevent and address domestic violence, known as “The Other Global Pandemic”.

That public health issue has cost us many lives and we must address it.

We know that the risk of violence in the wake of the COVID-19 confinement comes from a number of factors:

-More time spent together in the same space
-Anxiety, stress and frustration levels increase
-The inability for the abused to ask for help
-The aggressor feels they can act with more impunity and greater control over the victim
-It’s harder to file a complaint
-The economic impact of shelter-in-place measures increases the victim’s dependence on an aggressor and exacerbates tension within the family

When we launched the “5 for Family Peace” program I made it very clear that we will not allow any mistreatment or abuse in our homes.

Now, along with the whole team of experts on the matter, we are carrying out the “Plan for ZERO Domestic Violence”.

The goal is to protect children, young people and women while they are at home due to the pandemic.

It operates on three fronts:

One: prevention.

Two: immediate attention, and

Three: enact justice and repair the damage.

As it relates to prevention, the project “We are with you” stands out, offering 24-hour online support through a network of mental health specialists from public institutions and the private sector.

This team is ready to attend to those in need.

We want to prevent any situation that threatens personal or family peace.

I want to thank each and every professional who is voluntarily helping us in this project.

The people of Quintana Roo and its government thank you from the bottom of our hearts.

We have spread word voice about the mobile application “Mujer Siempre Alerta” (Woman on Guard), monitored 24 hours a day for immediate reaction to cases of violence.

Regarding social proximity, the Ministry of Public Security, in coordination with municipal governments, maintains and will maintain closeness with citizens.

We are paying special attention to regions where cases of family violence are regularly reported.

I want to make it very clear that I will not consent to any omission or police action that violates rights.

In the Immediate Attention axis, all the institutions that provide care to victims of family violence maintain face-to-face and telephone services to immediately provide psychological, legal and social work assistance when it is required.

This is a huge institutional effort.

The Ministry of Public Security, State and municipal DIF, and the Office for the Attention to Girls, Boys and Adolescents are involved.

The collaboration with the “Instituto Quintanarroense de la Mujer” (Quintanarroense Institute for Women) and its municipal affiliates, the National System for the Protection of Girls, Boys and Adolescents and the Executive Commission for Attention to Victims also stands out.

There will always be a service unit in your municipality that can assist you immediately by calling 911 for any emergency.

You will be assisted by the “Grupo Especializado de Atención a la Violencia de Género – GEAVIG” (Specialized Group for Attention to Gender Violence), assisted by a multidisciplinary team.

Additionally, we have shelters with immediate access for those who need it.

As it relates to justice and reparative actions, we are operating the economic fund for immediate help, assistance and comprehensive restitution for victims of crime.

To seek justice, the State Attorney General’s Office works through the Office of the Special Prosecutor for Crimes against Women, the Office of the Special Prosecutor for Sexual Offenses, and the Center for Justice for Women.

To provide justice, the criminal and family courts of the Judiciary work with a gender perspective, and are attentive to assess the risk of each case, and generate protection measures in favor of the victims.

There will be no impunity for the aggressor.

Whoever perpetrates domestic justice will be held accountable.

Each one of us has to do their part.

Therefore, today I am addressing women. I ask you not to minimize any type of violence, remember that your life and that of your daughters and sons is very valuable.

If you can’t file the report, ask someone to do it for you.

You are not alone!

We are ready to support you.

I also urge all of society to not ignore the criminal acts of aggressors anymore.

No more indifference to the pain of the victims.

No more family violence.

If we want peace, we have to seek it within our justice system.

The course is clear.

We must build a society free of violence and with gender equality.

May the enormous challenge that this pandemic presents to us today be an opportunity to bring out the best in our collective essence.

Let’s leave our mark on the historical process of building a peaceful future so that in this difficult stage, there is tolerance and peace in the homes.

This can only happen by working as a team. Together, we will succeed!

To my friends in Quintana Roo:

It is time to enhance measures to protect ourselves

We’re in the midst of the community spread scenario of the coronavirus. At this stage the contagion will be greater because there may be carriers of the virus without any symptoms who do not know that they have it and that can infect many more people, being the most vulnerable those who suffer from obesity, diabetes, hypertension and the elderly mainly.

My total gratitude to the thousands of people of Quintana Roo who have already stayed at home. Their collaboration continues to be a key factor.

However, there are still many who are not doing so and are putting their health and that of their families at risk.

I have close communication with experts on the subject and with all of you, because for me the most important thing is to make the right decisions.

With the massive spread of the epidemic approaching, more severe measures are needed to save lives.

We must guarantee the constitutional right to health of the people of Quintana Roo.

There can be no doubt or hesitation, and we will not allow anyone’s political haggling.

In order to save lives, the collaboration and absolute cooperation of everyone is required.

People of Quintana Roo, I now ask for your cooperation in implementing additional measures, so that in the coming weeks the speed of contagion decreases and fewer people get sick.

Particularly, we must take care of the most vulnerable, the most fragile.

The help of their families is vital here.

We must not let them leave the house and jeopardize their health.

The most vulnerable in the first place are our relatives who suffer from obesity or overweight, those who suffer from diabetes and hypertension.

If they get infected, their recovery will be complicated and their lives are at high risk.

There are also our family and friends with asthma, or with kidney and heart conditions.

We must protect them and isolate them so that they do not become infected and notify the health authorities so that they can be checked. If help is needed, we should call 911.

By doing so, we’ll all be saving lives.

Therefore, I have taken the firm decision to enhance social distancing, increase hygiene measures, the reduction of vehicle traffic and limiting the mobility of people in our cities.

Some of the measures that we will apply to protect people are the following:

In terms of limiting personal mobility and staying at home, only those people who carry out essential activities, need to see a doctor, go to the hospital or go stock up on groceries for their family will be allowed to leave their homes.

Vehicle and pedestrian closures will be implemented on main avenues and streets by installing filters to limit internal and inter-municipal mobility.

Patrols and official vehicles will be urging people to return to their homes, and to stay at home.

No gatherings or congregations will be allowed.

The use of masks will be mandatory when on out in public. The Quintana Roo Police will be handing out masks to help the population.

At public places where several people require to mobilize for essential activities, such as bus stops or gas stations, they should follow the social distancing measures of “safe distance”, maintaining at least a meter and a half distance between them.

Regarding food supply, people should move individually and go out only to buy food and supplies preferably in the closest store to their home.
It is very important that the public answer the digital questionnaire checking for signs and symptoms of the illness at least once a week, the link for this questionnaire will be available on the Ministry of Health and on the State Government’s webpages.
Supply centers must take extreme sanitary and healthy distancing measures such as: continuous cleaning of the products on display, posting the necessary signage urging the keeping of social distance of one and a half meters between shoppers.

With regard to commercial establishments, only those considered essential will remain in operation, where the use of face masks will be mandatory for all personnel. All other commercial establishments must be closed. Failure to comply will result in the closing of an establishment and a fine.
Alcohol sales will be now limited to certain hour; failure to comply with these regulations will result in the cancellation of a store´s license to sell alcohol.

Message from the Governor of Quintana Roo Carlos Joaquín regarding the Coronavirus epidemic in the state

Cancun, Quintana Roo. March 31st, 2020.

Dear friends,

We are at a critical moment as a society, a time in which Mexico is going through a delicate situation spurred by a global epidemic.

For that reason, the State of Quintana Roo has maintained search protocols for each of the possible positive cases of COVID-19 to ascertain individuals’ location and their contact with others. With this in mind, I have decided to increase the current measures of social distancing.

1. It is essential to increase these measures in order to slow down the speed of infection. Let me be clear, safe distance is no longer enough, we must stay at home. Stay home and don’t go out!

I have asked the Ministry of Public Safety and the National Guard to support us in asking people to stay home.

2. We have to be even more vigilant about who enters and who leaves our state, increase health screenings and mandatory self-declaration at bus stations and airports. We are also installing health controls at the seven highway entrances to the state, from Yucatan and Campeche.

3. We will also monitor internal mobility. In coordination with the municipal authorities we are placing filters all along the highway between Chetumal and Cancun, taking care of the entrances and exits to the cities. The intention is to detect people with symptoms of the illness and to diminish its spread.

I ask for your understanding for the inconvenience that this may create, and ask for your continued support in following public health advisories. Anyone who does not obey will be liable to the sanctions established by our laws.

4. We will increase official communications to the general public imploring everyone to stay at home. We must not pay attention to false and alarmist news that only seek to confuse and divide us. Through 911 and all state and municipal communication channels you will be able to express your doubts and needs.

5. All State Government personnel are working from home and remain vigilant where it is needed, adhering to the preventive measures of hygiene and distance. The Health, Civil Protection, Water Department, Public Security and Justice, Commercial Regulation and Transportation personnel continue to work on the front lines of this epidemic, and as such we are taking care of them with adequate protection equipment.

6. We have agreed with supermarkets, convenience stores, pharmacies, water bottlers, tortilla shops, gas stations and gas companies to keep the supply at appropriate times for the welfare of the population. We will make sure that public services work properly.

I want to insist that safe distance is no longer enough. Stay home! Let’s take care of our parents, grandparents, our families, let’s all take care of ourselves. To you, people of Quintana Roo, I ask you to stay home, that’s your task.

In order to save lives, we are increasing the number of trained personnel, hospitals, health centers, beds, ventilators and monitors in the State in accordance with the World Health Organization model.

In coordination with the Mexican Army and INSABI we are also activating the oncology hospital in Chetumal and the new health center in Tulum to increase capacity for patients.

On another front, in order to protect families’ income, we have brought together more than 1,000 companies in a solidarity pact for Quintana Roo. We have found ways to sustain our residents’ jobs by offering fiscal incentives to business owners.

I thank all members of the business community who have heeded our call to give back to the families of Quintana Roo. However, not all business owners have joined this effort; there are those who have dismissed their workers. With the Ministry of Labor and Social Welfare of the State, we have initiated a plan to defend the rights of the workers with immediate, special and direct attention, which will force the employers to comply with their obligations. To those citizens who have lost their jobs during this time please know you are not alone, we will apply the law on your behalf and we will support you.

We continue to insist to the Federal Electricity Commission to defer collection of charges from those who cannot pay, and we will monitor their actions to ensure they do not cut off service. We are working with the IMSS, INFONAVIT and FONACOT to defer payments and avoid sanctions. Internet, cell phone and pay TV providers have responded to our request to be flexible during this contingency and avoid service disruption or punitive measures – to them I say thank you.

Without a doubt, two elements that are fundamental for families’ peace of mind are food and security.

For the first one, in coordination with the Municipal Presidents we will deliver food door to door to those who need it the most, with special attention given to those who have lost their jobs or have seen their income decrease. We are talking about more than 400,000 households across the state. They are a part of the great Quintana Roo family who need our help.

This week we will present the program and explain how it will operate. Let there be no doubt: we are with all of you and my priority is that you and your family have food to eat.

In terms of security, we are working on cybernetic surveillance to detect and prevent looting and vandalism, fraud or extortion. Thanks to more than 2000 cameras throughout the state, we are able to detect, prevent or react to any crime. We carry out continuous patrols with police troops in all cities through maximum presence operatives and supervising safe trade operations.

I have always been aware of your concerns and the requests raised by the people of Quintana Roo. The most important thing for me is to listen to you and to be close to you, because I know that he who listens is not mistaken. You have expressed to me the importance of quick, decisive against the epidemic, by working with experts and without any political bias.

We are living very difficult times today. It is only through our teamwork that Quintana Roo will remain the place we are all proud of, the place we choose to live in. We cannot fail, the younger generations are watching us and trust us. There is no room for doubt or hesitation. No one should be excluded and no one can be left behind.

The time for action is here and now.

One Billion Dollars in Lawsuits Against Boeing for 737 Max 8 Plane Crashes

Chicago.– Ribbeck Law Chartered, which represents the majority of families of the victims of the deadly Boeing 737 MAX 8 crashes, and Global Aviation Law Group, today filed additional lawsuits against Boeing, in U.S. federal court in Chicago. This is the latest in a growing number of lawsuits filed against Boeing in the aftermath of two fatal crashes involving the same model of plane.

Ribbeck Law Chartered stated has filed 40 cases against the Boeing Company in Federal Court in Chicago for the recent Boeing 737 Max 8 aircraft crashes so far. Manuel von Ribbeck of Ribbeck Law Chartered stated “Today, we have added an additional case for a passenger from Kenya who died in the Ethiopian Airlines Flight 302 crash. Our clients are seeking more than a billion US dollars for their damages. Next week we will file and additional case for a family from Egypt. Ribbeck Law Chartered and Global Aviation Law Group represent 66 families of both crashes, the majority of the passengers and cabin crew members affected by Boeing 737 Max 8 disasters and as we prepare the complaints, we will continue to file additional lawsuits to seek justice for our clients in the courts of the United States of America.”

Monica Kelly of Ribbeck Law Chartered stated that “it has been almost ten months since the crash of Lion Air Flight 610 and five months since the crash of Ethiopian Airlines Flight 302.  The families of the victims have not received a final report from the government’s official investigators and do not have access to the plane’s wreckage or design and manufacturing documents. The most effective way to have the evidence protected and released to us it is by bringing these cases to court in Chicago against Boeing.” “The families we represent demand to know how is it possible for the FAA to certify the Boeing 737 MAX 8 aircraft with so many flaws.  By filing the cases in federal court in Chicago we have a higher chance to have access to the evidence pertaining not only to the design defects of the aircraft but also the protocols used by the FAA to authorize the certification of the of the Boeing 737 MAX 8.”  Ms. Kelly added.

NBC News interviewed the victim’s families and made and extensive report of the mediation taking place in Chicago recently.
Mr. von Ribbeck stated that “if no settlement is reached soon, our Co-Counsel, Global Aviation Law Group, will petition the court that the Lion Air and Ethiopian Airlines cases be consolidated to avoid contradicting orders from two different judges and together with Ribbeck Law Chartered, will bring the case in front of a jury.”
 
Mr. Deon Botha of Global Aviation Law Group stated, “We expect to file more lawsuits in the next few days. We are hoping we will be done filing all of our cases in the next few weeks.” “Our families are seeking justice, and most importantly that design defects of the 737 Max 8 aircrafts be corrected.”  Mr. Botha added.
Mr. von Ribbeck stated that “preliminary reports indicate that the FAA was outmatched by Boeing. The FAA might have had junior engineers overseeing the flight control software that ultimately went in to the 737 MAX.” Mr. von Ribbeck added that “the preliminary information pertaining to the cozy relationship between the FAA and Boeing raises serious concerns.”

Mr. von Ribbeck has been seeking reasonable and fair compensation for the families of the victims of these tragedies. Mr. von Ribbeck added “We are seeking the largest amount possible be paid as compensation to the families.” “More than a billion dollars should be paid to the families of the Lion Air JT610 and Ethiopian Airlines ET302 crashes.” “We believe Boeing should pay the highest possible fine so they are forced to change the way they operate, placing profits ahead of safety. Boeing must correct its design of the 737 Max 8 aircraft to avoid losing innocent lives again,” commented Mr. von Ribbeck.


 
The case against Boeing for the Lion Air Flight 610 crash is set for mediation the week of August 19, 2019. The Ethiopian Airlines Flight 302 and Lion Air cases, which are pending in the same federal court in Chicago, are both set for status hearings in September, 2019.


 
When asked about the impact of paying one billion dollars in compensation will have on the Boeing, Mr. von Ribbeck remarked, “The Boeing company should not be greatly affected by it.” “Most of the payments will be made by their insurance and reinsurance companies and as stated by Wall Street firms, Boeing can afford that cost: Boeing has posted record revenues of $101 billion last year and $10.6 billion in profits.”
 
“It has been reported that Boeing rushed this model into deliver in order to keep up with its competitor, Airbus,” Mr. Botha of Global Aviation Law Group went on to say, “We must not forget the wrongful conduct of Boeing after these two tragic events.  There were suggestions than the pilots were at fault. Boeing did not help with the search of the bodies in the ocean nor offered any assistance with the DNA identification of the victims. Despite of the establishment of a fund, Boeing has not given any economic assistance to the families yet. Boeing allowed additional planes in the air which subsequently caused another crash. Boeing’s actions in these matters show that it cares more about profits than saving lives.”
Deon Botha further stated “our Ethiopian Airlines Flight 302 clients would like to know why weren’t the 737 Boeing Max 8 aircrafts grounded after the first crash?  Was the FAA complicit?  Was the FAA covering up for Boeing’s criminal behavior?  Boeing knew these planes were flawed and it did not stop its defective aircrafts from flying until the second plane crashed killing and additional 157 people.  Boeing’s criminal acts must be punished.  The families have asked our law firm not to stop fighting until we find the truth and those responsible are punished by the courts.”
